How come in the US all small or major cities that have alot of Africans are complete dumps?

statisticly speaking these cities have more people living off of the government like living in section 8 housing and useing food stamps. so with more poverty there is a direct result of more crime. iv'e sceen it myself in New Orleans which im suprised it's not on the list because we have the highest murder rate per capita by more than 2.5X the next highest city
