He ignores me, then says he misses me!! I am so confused?

It sounds very odd that he always has this problem that prevents him from seeing you and also his hot and cold reaction towards you. If he is telling the truth and always getting into trouble then that is not good, Also if he is lying and not telling you what is going on then that doesn't bode well either. I would suggest you find someone more into you and not have all this drama going on.
