My boyfriend says he loves me and were on and off but im only 14!!?

OK so im 14 and he's 13 iv been on and off dating him for 3 yrs and we always seem to work things out but recently he's been saying "i love you" or texting me "ily LOTS!" and im not sure if he means it i want to believe he does but im not sure please help? and please no answers about to young or that puppy love crap thanks!
